Investigations Division

Lt Marty Graves commands the Pennington County Sheriff’s Office Investigations Division.  The division consists of one lieutenant, three sergeants, eleven investigators, and five detectives from the Rapid City Police Department that are assigned to our joint investigative teams.

Lt Graves has been with the Sheriff’s Office since 1995. As the commander of this division he oversees the coroners function of the Sheriff’s Office along with the Property Crimes, People Crimes, Computer Crimes, Domestic Violence/CARE Team and Investigator’s assigned to the Unified Narcotics Enforcement Team (UNET).  Lt Graves also has oversight of six Deputy Sheriff School Liaisons assigned to various schools within the Rapid City and Douglas School Districts.  Lt. Graves’ original assignment to investigations began in 1997 as an investigator. He was promoted to Sergeant in 2002 and was assigned to the Patrol Division.  In 2004, he was re-assigned to investigations.


Sgt Kraig Wood supervises the day to day operation of the people and property crimes units. A major part of the people crimes unit is the joint sexual assault/child abuse team that includes assignment of three Sheriff's Office Investigators and one Rapid City Police Detective. The property crimes unit includes a team of three Sheriff's Office Investigators

Sgt Wood has been with the Pennington County Sheriff's Office since 1997. He has been assigned to the Investigation's Division since 2002. He spent 5 years assigned to the Unified Narcotic's Enforcement Team. He has previous experience in patrol, civil and school liaison.


Sgt Gordon Decker supervises the day to day operations of the Domestic Violence/Care Team and Computer Crimes unit. The Domestic Violence/Care team includes two Sheriff's Office Investigators, one Rapid City Police Detective and two Working Against Violence Case Managers. The computer crime unit includes a Sheriff's Office Investigator and Rapid City Police Detective.

Sgt Decker has been with the Pennington County Sheriff's Office since 1996. He has been assigned to the Investigation's Division since 2000. He spent several years as a computer crimes investigator. He has previous experience in patrol, civil and school liaison.


Sgt Mark Hughes is assigned as the supervisor for the Unified Narcotics Enforcement Team. He supervises a multi-jurisdictional task force with assignment of Pennington County Sheriff's Office Investigators, Rapid City Police Detectives and South Dakota Division of Criminal Investigation Agents.

Sgt Hughes has been with the Pennington County Sheriff's Office since 1994. Prior to being assigned as the supervisor of the UNET he was a patrol supervisor.


Coroner's Office

Sheriff Don Holloway is the Pennington County Coroner. All investigators and a selected number of assigned patrol deputies are also sworn deputy coroners. Patrol deputies respond to the initial calls of all unattended deaths that occur in Pennington County. Investigator are then assigned follow-up on these cases.

The Pennington County Coroner's Office investigated over 230 unattended deaths in 2006.


Property Crimes

Investigators Jeannie Melton, Kent Przymus, and Justin Smith are assigned to the property crimes unit with the division. They investigate burglaries, thefts, embezzlement, forgery, check fraud and other property related crimes.

In 2006, they investigated 715 cases.

Jeannie Melton has been with the Sheriff's Office since 2003. She has previous experience in patrol.

Justin Smith has been with the Sheriff's Office since 2004. He has previous experience in patrol. He is a member of the Special Response Team and is a Rescue Diver on the Search and Rescue Team.

Kent Przymus has been with the Sheriff's Office since 2005. He is a DARE certified trainer and a Rescue Diver on the Search and Rescue Team. He has prior experience in patrol.


Child Abuse/Sexual Assault Unit Joint Unit with the Rapid City Police Department

This is a joint unit with both Pennington County Sheriff's Office Deputies and Rapid City Police Officers.  The investigators and detectives assigned handle all sexual assaults as well as all crimes against children.  Some of the crimes they are required to investigate include: Rape, sexual contact, child abuse and other crimes committed against a person.  In 2006, the Child Abuse/Sexual Assault Unit handled 427 cases compared to 259 cases in 2005.


Domestic Violence C.A.R.E. Team Joint Unit with the Rapid City Police Department

Investigators Mark Alley, Michelle Boal, and Detective Kyle Akers are assigned to this specialized unit. Case Managers Ruth Torala and Rebekkah Kruse are also assigned within the unit. This specialized team of investigators and case managers work cases of Simple Assault/Domestic Violence, Aggravated Assault/Domestic Violence, Violation of Protection Order, Violation of No Contact Bond and Stalking.

In 2005, 892 cases were handled by this unit. In 2006, the number of case rose to 994.

Investigator Mark Alley has been with the Sheriff's Office since 2000. He spent four years in patrol assigned to traffic enforcement prior to his assignment to investigations. He has received specialized training in arson investigation and is a representative for the Sheriff's office for the Mid-States Organized Crime Information Center (MOCIC) and Law Enforcement Information Network (LEIN).

Investigator Michelle Boal has been with the Sheriff's Office since 2002. She spent three years in patrol prior to her assignment to investigations. She is a domestic violence trainer for the Sheriff's Office and Police Department.

Detective Kyle Akers has been with the Police Department since 2004. He has been assigned to the domestic violence team since 2005. His previous assignment in investigations was in property crimes. He is a domestic violence crimes instructor for the Sheriff's Office and Police Department.

Case Manager Ruth Torala has been with the C.A.R.E. team since 2007. She worked at the Working Against Violence Inc. shelter prior to her assignment to the team.

Case Manager Rebekkah Kruse started with the C.A.R.E. team in 2007. She worked at the Working Against Violence Inc. shelter prior to her assignment to the team.


Computer Crime Unit Joint unit with the Rapid City Police Department

Investigator Barry Young and Rapid City Police Detective Marcos Glass are assigned to the specialized Computer Crime Unit. This unit was created from an internet Crimes Against Children grant in 2001. The grant provided Pennington County training and equipment necessary to conduct crimes involving computers. The unit is dedicated to combating high-tech crimes through public awareness and education. The Computer Crimes Unit is available to give presentations to local groups and organizations. Investigator Barry Young has been with the Sheriff's Office since 2003. He has specialized training in computer forensics. He has prior experience in patrol.

Detective Marcos Glass has been with the Police Department since 1997. He has specialized training in computer forensics and is a member of the Special Response Team.

Unified Narcotics Enforcement Team

The Unified Narcotics Enforcement Team also known as UNET, is a multi agency drug task force. The Pennington County Sheriff's Office is one of several agencies that make up UNET which is operated as part of the South Dakota Division of Criminal Investigation (DCI). Other agencies that make up UNET include the Rapid City Police Department, DCI, Drug Enforcement Administration, Bureau of Alcohol, Tobacco, Firearm and Explosives, and the South Dakota National Guard.

The UNET'S primary responsibility is the investigation of all drug related offences in the area. Local agency members of the UNET are all sworn "Special Assistants of the Attorney General" and thus have statewide jurisdiction. The team will generally work in the Pennington, Fall River, Custer, and Meade county areas.

The UNET'S aggressive stance on drug enforcement has been effective in the seizure of large quantities of marijuana, crystal methamphetamine, and other controlled drugs. The UNET also conduct vice operations (Prostitution Stings, AOB Ordinance Enforcement).

The UNET averages approximately 70 search warrants a year. Drug investigations come from a variety of different sources. One of the ways drug investigations get started is from citizens calling the UNET to report suspicious activity (lots of short term traffic) in their neighborhood. The UNET also puts on presentations to local businesses and neighborhood watch groups to inform them about signs to look for of possible drug activity.
